In the Background

An examination of the caregiver background check crisis in children and youth services.

Equity Analysis

The US foster care system exists to protect children and youth from abuse, neglect, and sexual exploitation. Most foster parents, group home providers, and child care workers are passionate about their role to protect. However, children and youth services are vulnerable to bad actors. A long history of systemic abuse, neglect, and sexual exploitation plagues this important civil service sector. Equity in children and youth services means reducing the risk of systemic harm.
